93-1-3 Matters applicable to all proceedings. (a) All notices, pleadings or other papers may be served personally or by mail. Service upon an attorney shall be deemed service upon the party he represents.
(b) Each matter coming before the director of property valuation which will require his decision will be given a docket number. This docket number shall be used on all papers filed and shall be shown on all correspondence. Docket numbers shall be known as ``matters'' rather than ``cases.''
(c) Swearing or affirming of witnesses shall be an impressive ceremony, and not a mere formality.
(d) The taking of photographs or the broadcasting in and from any hearing or conference room, or so close thereto as to disturb the order and decorum thereof, is prohibited. Electronic recording of a hearing or conference is prohibited, except when authorized by the director and is done for the purpose of preserving the record.
(e) A record of all formal hearings, electronic or otherwise, shall be made and preserved. The director, upon request, will provide a reporter to transcribe any hearing or proceeding. If a reporter is present at the request of the director, then the department will pay the reporter, otherwise, the party requesting the reporter will pay the reporter. Any party desiring a transcript must place an order with the reporter and advance the costs thereof.
(f) All requests for hearings, notices, complaints, briefs, or pleadings of any kind shall be typewritten or printed, and all copies must be clearly legible.
(g) Any person may appear before the director of property valuation in connection with any hearing held in person or by any attorney who is a resident of Kansas and regularly admitted to practice in courts of record in this state. Out of state attorneys must comply with K.S.A. 7-104.
(h) Hearings may be adjourned from time to time in the discretion of the director. (Authorized by K.S.A. 74-2437, 74-2438, 79-1404; effective, E-
